The file civ.faq [Jun 14 1993] is an out of date copy of the file
civ.faq.Z.  I have been pointing people to the file civ.faq as I
hadn't realised that it was infact the old one.  Could you please
delete civ.faq and replace it with and uncompressed version of 
civ.faq.Z [OR, if possible] mail me to let me know what HAS been
done.
